The North Carolina League of Municipalities (NCLM) is initiating the recruitment process for a Grassroots Coordinator. This position is part of the Governmental Affairs Team with responsibility to cultivate and mobilize the grassroots network of League members and partners on priority legislative issues and initiatives. This is accomplished by executing intense outreach campaigns aimed to engage the League membership; growing personal relationships with League members, partners, and legislators; educating League members and partners on the League’s statewide legislative issues and initiatives; and developing and employing appropriate promotional materials for use in grassroots efforts. This position also bears the primary responsibility for coordinating the Governmental Affairs team’s membership programming and contributing to other internal team initiatives and processes.

Grassroots Coordinator SG 639: $53,228 - $85,185

Position details include:

Devise intense outreach campaigns aimed to engage the League membership.
• Create and employ appropriate mix of member-driven advocacy efforts for priority legislative issues and initiatives, including direct contacts with and written communications to decision-makers
• Identify specific segments of the League membership to mobilize for any particular effort, drawing upon knowledge of the dynamics of legislative district races and League member relationships with targeted contacts and do all necessary to make the contacts happen
• Develop and implement strategies to sustain the League membership’s engagement on its statewide legislative priorities outside of specific grassroots initiatives
• Identify and employ needed written and promotional materials for use in grassroots efforts.

Develop and grow personal relationships with League members, partners, and legislators.
• Execute an ongoing outreach strategy to build and maintain contacts with League members, including personal visits to strategic cities and towns
• Aid and enable in-person outreach activities of other Governmental Affairs team members with the League membership
• Improve existing relationships with the League membership through personal visits, phone calls, emails, and notes regarding developments on specific topics of interest to those League members
• Update and manage grassroots membership databases, enhancing basic contact information with noteworthy personal information about League members’ relationships with decision-makers
• Build relationships with League affiliate organizations, related professional groups/associations, partner organizations, and others around the state and country to help expand the League’s grassroots capacity
• Attend conferences of League affiliates and other relevant organizations, as financially feasible
• Organize “city caucus” of legislators enhancing League staff and member relationships with those legislators

Educate League members and partners on the League’s statewide legislative issues and initiatives.
• Learn details of League’s policy goals and related legislative activity on those issues, communicating those details through direct contacts with League members and partner organizations
• Relate details of legislative district analyses to League members for strategically important legislative seats
• Partner with Advocacy Communications Coordinator to produce and deliver targeted messages for specific League members, legislative districts, etc.
• Work with Advocacy Communications Coordinator to expand League’s advocacy program beyond elected and staff officials and reach directly to municipal residents/taxpayers/voters
• Promote, help create and deliver the League’s educational resources for priority legislative issues, including weekly and monthly publications, issue briefs, website content, and other related social media content and initiatives
• Respond fully and in a timely manner to requests from League members/staff and outside parties for information regarding League legislative activities

Develop and distribute appropriate promotional materials for use in grassroots efforts.

Coordinate the Governmental Affairs team’s membership programming and contribute to other internal team initiatives and processes.

Travel is required for this position.

Minimum Qualifications:

Bachelor’s degree or equivalent. Two or more years experience in grassroots or development position, knowledge of the North Carolina General Assembly, North Carolina state government, and/or local government, experience with political campaigns and/or experience working with non-profit, membership-based organizations is helpful. 

Strong interpersonal and communication skills are crucial. Ability to exercise considerable tact, courtesy and discretion in frequent contact with public officials and municipal managers and others. Ability to assess situations, assemble coalitions and build support for ideas to influence behavior, and lead strategic advocacy initiatives. Must have initiative and be a self-starter. Candidate must effectively express complex ideas orally and in writing.


Skills/Certifications/License Required:

Valid Class C Driver's License


This position reports to the Governmental Affairs Director and is located in Raleigh, NC.
