Grassroots Specialist

Division: Corporate Relations Summary Description: The Grassroots Specialist is part of the Government Relations Department within the Corporate Relations Division. This individual will work to develop and maintain a targeted statewide grassroots network of activists to advocate the policy positions of electric cooperatives on local, state and federal levels including the management of the requisite databases. The Grassroots Specialist will support and advance the association political action committees in order to grow and broaden participation. This position is responsible for writing and distributing articles, position papers etc. regarding cooperative positions and activities for internal and external purposes utilizing traditional methods and social media platforms in order to effectively communicate with key audiences’ cooperative issues of importance. This individual will have an active role in the education of policy makers on issues affecting electric cooperatives and advocate for positions on those issues to the benefit of cooperative members.

Academic and Trade Qualifications: A Bachelor’s Degree or an equivalent combination of formal education in journalism, Government Affairs, or political science.

Work Experience: A minimum of three years of progressive work experience in government affairs or professional political campaign experience.

Responsibilities: A. Researches and compiles information in a concise format as directed to facilitate the dissemination of information or support materials justifying or explaining cooperative positions. B. Writes articles, position papers and for internal and external use as needed to promote cooperative initiatives. C. Communicates legislative activities and news to cooperatives in order to develop and grow grassroots support of employees, board members, and cooperative members. D. Support departmental interaction with members of N.C. General Assembly and Congressional delegation, their staffs, legislative committees, and other appropriate representatives of organizations as assigned. E. Support the development of legislative and executive branch messaging strategies to gain passage of legislation and government policy beneficial to the rural electric cooperative program. F. Organizes and coordinates specified EMC efforts to effectively communicate the electric cooperative’s position on issues to members of North Carolina’s congressional delegation and other governmental entities. G. Represents the Association at events, fund-raising activities, and joins professional organizations for the purpose of establishing contacts and promoting Association interests. H. Responsible for PAC research, evaluation, fundraising and database management necessary to sustain and grow PAC participation. I. Grow and develop modern grassroots strategies promoting grassroots activities at the cooperatives using creative strategies and utilizing modern database management software. J. Develop materials which effectively communicate the electric cooperative position on issues to state officials, legislators, opinion leaders, EMC Communicators, EMC members, coalition partners, boards, commissions and the general public. K. Monitor state government activities and legislative committee bulletins, articles, and digital media as directed regarding legislative initiatives that affect electric cooperatives and related programs. L. Participates in the coordinated activities of the Corporate Relations and NCAEC/NCEMC staff. M. Performs various functions at the NCAEC Annual Meeting, the NC and Federal Legislative Conferences, and other meetings of NRECA members. N. Performs other duties as assigned to further the success of the membership. Job Knowledge: Must be familiar with the state and federal legislative process and possess basic understanding of U.S. Congress/NC Executive Branch and its operating environment. Knowledge of utility issues is a plus.

Abilities and Skills: A. Must be an excellent writer. Able to communicate complex issues in written and verbal form, with ability to identify relevant issues and objectives, to analyze legislative action and its impact on electric cooperatives, to quickly and accurately assemble facts, and maintain communication between state legislators, congressional offices, EMC staff, Board Members and co-op members. B. Must have considerable expertise in the use of Microsoft Excel, PowerPoint and other Microsoft products. Must be proficient in social media applications. Specific experience in database management/PAC mgmt./Grassroots software is preferred. C. Must have a valid driver’s license. Travel is required.
