The North Carolina League of Municipalities (NCLM) is initiating the recruitment process for a Grassroots Initiative and Civic Engagement Associate. This position is part of the Public and Government Affairs Team with responsibility to assist the Grassroots Coordinator in executing the grassroots efforts of the NCLM, implement new grassroots initiatives, aid in the creation and development of NCLM programs as assigned, create and implement new affiliate organizations for the League and advocate on behalf of the League.

Grassroots Initiative and Civic Engagement 

Associate SG 639: $53,228 - $85,185

Position details include:

Aid in the execution of outreach campaigns aimed to engage the League membership in necessary advocacy efforts.

Ensure the League grassroots database has up to date information. Enhance basic contact information with noteworthy personal information about League members’ relationships with decision-makers.  

Develop personal relationships with League members, partners, and connect them with their legislators; educate League members and partners on the League’s statewide legislative issues and initiatives and how they can effectively help with Legislative advocacy; develop and employ appropriate promotional materials for use in grassroots efforts; Assist in coordinating the GA teams’ membership programming and contribute to other internal team initiatives and processes. Improve relationships with League members by calling, emailing and writing League members and traveling to meet with League members as part of an overall outreach strategy to build and maintain contacts with League membership. Staff affiliates organizations of the League as assigned. Attend conferences of League affiliates and other relevant organizations as assigned.  

Educate League members and partners on the League’s legislative issues and initiatives. Engage with regional entities of municipalities to further goals of cities and towns.

Create relevant grassroots materials and integrate them into all interactions with the League membership including personal visits in cities and towns, conferences, and other meetings of League members in Raleigh and statewide.  

Aid in the coordination of the Government Affairs teams’ membership programming and contribute to other internal team initiatives. Aid in the team’s execution of all membership programs for which it has responsibility including the Advocacy Goals’ Conference, Annual Conference, Town Hall Day, lobby days, district visits and other outreach initiatives.  

Create and implement new affiliate organizations for the League as assigned by the Associate Director of Public and Government Affairs. This would include aiding in the creation and planning of the affiliate organization, soliciting membership for the affiliate, planning and executing programming for the affiliate all within the set budget for the affiliate.  

Aid in the creation of and staff other new programs on behalf of NC cities and towns as assigned by the Associate Director of Public and Government Affairs.  

Advocate on behalf of the League.  

Create and execute political leadership training programming for League members as assigned.  

Significant travel is required for this position.

Minimum Qualifications:

Bachelor’s degree in political science, public policy or other relevant subject area. One to three years experience in advocacy, government, grassroots, political campaigns or other related areas. Knowledge of the North Carolina General Assembly, North Carolina state government, and/or local government preferred. Experience working with non-profit, membership-based organizations is ideal. 

Strong interpersonal and communication skills are crucial. Ability to exercise considerable tact, courtesy and discretion in frequent contact with public officials and others. Must be highly skilled in strategic thinking. Ability to assess situations, assemble coalitions and build support for ideas to influence behavior, and lead strategic advocacy initiatives. Also, candidate must effectively express complex ideas orally and in writing and prepare and present presentations to League members and others to further legislative advocacy and other goals of the League. Willingness to travel required.

Skills/Certifications/License Required:

Valid Class C Driver's License

This position reports to the Associate Director of Public and Government Affairs and is located in Raleigh, NC.
